Coffee Cup is for people who have the skills or the desire to work directly with HTML coding. This is my favorite HTML editor and although it's not free, they do offer free trials. If you do decide to buy, it's very reasonably priced.

XSitePro is kind of a mix between WordPress, in terms of ease of use, and Coffee Cup, in terms of powerful features. Unfortunately it IS a bit pricey, at $197, but you can use it over and over.
